Overview

Ukraine signed the Council of Europe Framework Convention on AI (CETS 225). Ukraine is a CoE member state and was granted EU candidate status in June 2022, with accession negotiations opened in 2024. Despite the ongoing conflict, Ukraine has been an active adopter of AI in public services and defence applications. The Ministry of Digital Transformation has deployed AI-driven tools within the Diia digital government platform. Ukraine's path toward EU accession will require eventual alignment with the EU AI Act, though this sits within a much broader legislative harmonisation programme. No AI-specific legislation is in force.
