Overview

Peru was the first Latin American country to enact a general AI regulatory framework. Law No. 31814 (2023) establishes core AI governance principles including transparency and human oversight. Supreme Decree 115-2025-PCM (September 2025) introduced detailed risk-based implementation provisions covering accountability, algorithmic transparency, and conformity requirements. The Secretariat of Government and Digital Transformation (SGTD) is the competent authority.
